According to various orders issued, DFO has been given the responsibility to arrange bamboo and poles in sufficient quantity for barricading as per demand, to remove beehives and arrange for pruning of trees around the venue, parking and helipad and to take necessary action for protection from animals, snakes etc. Executive Engineer Public Works Department No. 1 and 2 has to present stage, helipad, green room, safe house, barricading, pandal, dome and suitability and safety certificate as per safety standards, ensure barricading work at the venue, helipad site and parking and present information about latitude and longitude of all helipads and prepare all circuit houses by doing necessary repairs and decoration. The responsibility of preparing Circuit House Bilha as per the requirement of a very special person has been given.

Executive Engineer Public Works Department Electrical Engineering has to check the mike, sound power back up and electrical system installed at the work site and make mike/sound and electrical arrangements as per safety standards and provide suitability and safety certificate. Superintending Engineer and Executive Engineer Electrical Department has to make arrangements for uninterrupted power operation, maintenance of power lines, arrangement of generator as per capacity, pruning of trees coming around the power line, check the electrical system and provide certificate of making electrical arrangements as per safety standards. CMHO of Health Department has to provide standard ambulance and medical team, ensure arrangement of base hospital for emergency treatment and medical arrangements in SIMS Hospital, impose library duty during VIP stay and submit food material quality certificate for VIP, ensure necessary arrangements in Apollo Hospital for VVIP treatment.

District Commander Home Guard has to make arrangements for fire fighting as per the requirement at all helipads, stage, parking and public areas, ensure fire retarding spray in the entire pandal by coordinating with EE PWD department. Executive Engineer of PHE department has to make arrangements for sufficient number of water toilets for the public, arrange for sufficient quantity of drinking water at the meeting place and parking place by coordinating with CEO Janpad Panchayats, CMO urban bodies at departmental level. CMO Bilha has to coordinate with all urban bodies and ensure cleanliness arrangements at the entire program venue, helipad, parking place before and after the program. Deputy Commissioner Excise has been given the responsibility to ensure necessary arrangements as per dignity for the pilots of all helicopters coming during the stay of VIP guests.

In view of the arrival of the Prime Minister, Mohbhattha ground (Bilha) and the surrounding area are declared no-fly zone for security reasons. SECL and South East Central Railway rest houses have been acquired. Instructions have been given to hand it over to the administration with necessary decoration and arrangements. There will be temporary mobile towers and hotline arrangements at the venue. The District Magistrate has issued an order and directed BSNL and Reliance Jio companies to erect towers. The Chief Medical and Health Officer has been directed to make arrangements for Rapid Antigen Covid Test at the helipad and stage during the arrival of the PM. The main stage, safe house and places of PM movement should be sanitized.
